This work plan was prepared as required by <br /> the SJCEHD letter to investigate and subsequently abate the remaining soil <br /> contamination at the site. <br /> 3.0. CLEAN UP GOALS <br /> The proposed cleanup goals have been selected to protect human health and the <br /> environment. Site usage has recently changed from industrial to commercial. There are <br /> no plans for the site to ever be used for residential purposes. Clean up goals were <br /> selected utilizing currently established environmental screening levels. <br /> • Total petroleum hydrocarbons quantified as oil range compounds (TPH-oil) will be <br /> evaluated using the established San Francisco Bay RWQCB Environmental <br /> Screening Level of 140,000 milligrams per kilogram (mg/kg) for commercial <br /> properties. There is no hazardous waste criteria or level directly established for <br /> TPH-oil. <br /> • Metals and additional analytes will be evaluated using the established USEPA <br /> Region 9 Regional Screening Levels (RSLs) for commercial properties; RSLs for <br /> metals are listed in Table 1. The commercial RSL for total lead is 320 mg/kg, this <br /> value will represent the cleanup goal for total lead. However, the hazardous waste <br /> criteria for total lead is 1,000 mg/kg, and the hazardous waste criteria for soluble <br /> (STLC) lead is 5 milligrams per liter (mg/1). Therefore, the clean-up goal for soluble <br /> lead will be established at 5 mg/l. Therefore, any soil with a value over the cleanup <br /> goal for STLC lead will require removal and disposal at a Class I landfill. <br /> 4.0. SCOPE OF WORK <br /> Based on the data collected from samples S-1 through S-4, only soil in the south-central <br /> area of the site in the location of S-1 needs to be excavated and removed. And the lateral <br /> and vertical extent of impacted soil in the location of S-1 and surrounding S-1 needs to <br /> be assessed and defined. Soil samples collected from S-1 through S-3 did not exceed <br /> environmental screening levels or clean-up goals. The proposed scope of work is as <br /> follows: <br /> • Pre-field work activities. <br /> • Soil trenching/potholing and soil sample collection. <br /> • Soil excavation and confirmation soil sample collection. <br /> • Sample analysis. <br /> • Soil disposal of any soil above the cleanup goals, which may be required. <br />
