Background Information(e.g.,historical operations and environmental investigations): In March and April 1997, Blymyer performed a Phase I ESA of the Site at the request of Michael Dean. In April 1997,Kleinfelder performed a geotechnical investigation of the Site at the request of Wilkins/Bixby. The findings of the Phase I ESA were presented in Blymyer's report dated April 7, 1997 and the findings of the geotechnical investigation were presented in Kleinfelder's report dated April 15, 1997. On the basis of the Phase I ESA findings and the geotechnical investigation,SECOR concluded the following: • The Site has been occupied by a concrete batch plant, a truck storage and maintenance company, an auto body and paint shop, and a residence.
