(AA&A)prepared this Off-Site Groundwater Investigation Work Plan for the Rainwater Car Wash located at 420 West Yosemite Avenue in Manteca,California 95336,and hereinafter referred to as the site(Figure 1,Figures section). 1.1 Objective The objective of this work plan is to propose the installation of three dual-nested groundwater monitoring wells to further evaluate the lateral extent of the off-site groundwater contaminant plume.This work plan was prepared in response to the request from the California Regional Water Quality Control Board,Central Valley Region ' (CVRWQCB)as stated in a letter dated February 27,2012(Appendix A). 1.2 Scope of Work ' The scope of work for this work plan includes: • Preparation of a site-specific Community Health and Safety Plan (CHSP); ' • Installation of three dual-nested groundwater monitoring wells to 30 and 70 feet bgs each with 2-inch diameter casings; • Preparation of an off-site assessment report detailing the procedures,findings, and interpretation of data, reviewed and approved by a California Professional Geologist(PG). • Submittal of the report to the CVRWQCB and upload to the California Environmental Protection Agency State Water Resources Control Board GeoTracker online database. 1 2. SITE DESCRIPTION ' The site is located at 420 West Yosemite Avenue, at the southeast corner of Yosemite Avenue and Jessie Avenue in a topographically flat area at an elevation between 30 and 35 feet above mean sea level(MSL)in Manteca, San Joaquin County,California. ' The site is presently operated as a fueling facility and a mini-market. One 10,000-gallon underground storage tank (UST),one 6,000-gallon UST and one 4,000-gallon gasoline UST were formerly located on a west section of the ' property. Additionally,a car wash was formerly located on a south section of the property. According to the State Water Resources Control Board UST Cleanup Fund 5-Year Review Summary dated December 23,2010,three USTs(one 10,000-gallon,one 6,000-gallon,and one 4,000-gallon gasoline)currently operate on-site. Previous t reports detail one 15,000-gallon gasoline UST operating at the site.AA&A believes at least two USTs are currently operating at the site. Site details are presented in Figure 2. A groundwater extraction remediation system is located in the southeast section of the site and consists of an ' electric control panel,one 1,000-gallon holding tank,one process pump,and four 2,000-pound,dissolved-phase carbon media vessels. The remediation system has remained shut-down since the last pump and treat event terminated on March 23,2010. ' Ami Adin &AssocYates.Vue.
