Box 1848 <br /> Chino, CA 91708-1848 <br /> Addendum to Work Plan, Frontier Transportation Facility, 425 Larch Road, Tracy, San <br /> Joaquin County <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the Addendum to Work Plan for Further Site Investigation for Site Closure <br /> (Addendum) dated 11 November 2016, submitted by EnviroMonitoring Services, Inc. (EMS) on <br /> your behalf. The Frontier Transportation Facility is located at 425 Larch Road in Tracy (Site). <br /> In the Addendum, EMS proposed to install two (2) permanent soil gas probes, and three (3) <br /> groundwater monitoring wells. EMS proposed to collect two (2) rounds of soil vapor samples. <br /> Groundwater monitoring wells are being installed to complete lateral, down-gradient delineation <br /> of groundwater pollution. Soil gas samples are proposed to be collected and analyzed using a <br /> mobile soil gas sampling and analysis rig operated by Optimal Technology. Soil gas samples <br /> are proposed to be analyzed for total petroleum hydrocarbons as gasoline (TPH-G), benzene, <br /> toluene, ethylbenzene, total xylenes (collectively BTEX), methyl tert butyl ether(MTBE), <br /> di-isopropyl ether(DIPE), ethyl tent butyl ether(ETBE), tert amyl methyl ether (TAME), tert butyl <br /> alcohol (TBA), 1,2-dichloroethane (1,2-DCA), ethylene di-bromide (EDB), naphthalene, and the <br /> selected tracer gas is used for leak detection. <br /> Central Valley Water Board staff concur with the scope of work presented in the Addendum, <br /> provided our comments below are addressed. Therefore, by 31 March 2017 submit a Results <br /> Report presenting results of the first of two soil gas sampling events, and a summary of well <br /> installation activities. Staff comments follow: <br /> 1. The proposed locations of the soil gas wells were not included in the Addendum. The <br /> proposed location presented on Figure 5 of the Work Plan for Further Site Investigation <br /> (Work Plan) dated 29 August 2016 and submitted by EMS, continue to be acceptable <br /> locations. Please proceed with installation of the two soil gas probes in the locations <br /> proposed in the August 2016 Work Plan, figure 5. <br /> 2. Use of a mobile analytical lab is acceptable, provided that sampling methodology <br /> complies with California Department of Toxic Substance Control guidance and the <br /> detection limits are sufficiently low to allow for comparison to the State Water Board's <br /> Low Threat Closure Policy environmental screening levels. <br /> KARL E.
