Yosemite Ave
Manteca, CA 95337
RAINWATER CAR WASH, 420 YOSEMITE AVENUE, MANTECA, SAN JOAQUIN COUNTY
(RB CASE # 390835)
On behalf of the Central Valley Regional Water Quality Control Board (Central Valley Water
Board), I would like to inform you of a staffing change. I will be the assigned caseworker for the
above referenced site moving forward. My contact information is included at the end of this
letter.
I reviewed the Work Plan Addendum-April 2016 (Work Plan) dated 11 April 2016, prepared on
behalf of Satinder Singh Dilawri by Advanced GeoEnvi ron mental, Inc. (AGE), for the Site at 420
West Yosemite Avenue in Manteca. In the Work Plan AGE proposed the advancement of four
(4) cone penetration test (CPT) borings (P-11 through P-14) to a total depth of approximately
115 feet below ground surface (bgs), for the purpose of laterally and vertically delineating down-
gradient methyl tert butyl ether (MTBE) impact to groundwater. I concur with the tasks proposed
in the Work Plan provided modifications identified in the comments below are incorporated into
the field work conducted at this Site.
In order to determine if Total Petroleum Hydrocarbons as gasoline (TPHg) reported in Site wells
is a result of trichloroethylene (TICE) and tetrachloroethylene (PCE), Central Valley Water Board
staff requested in a letter dated 16 February 2016 to Mr. Dilawri and other RPs that all
continuous multi-chamber tubing (CMT) wells be sampled during the next event. In a phone
conversation on 6 June 2016 between myself and Mr. Tim Cuellar of AGE, Mr. Cuellar indicated
that this was not done during the second quarter 2016 semi-annual sampling event due to
budgetary constraints.
The Central Valley Water Board staff conditions on the Work Plan as proposed follow:
1. The four (4) proposed CPT borings (P-11 through P-14) are not of proper distance or
spacing to provide adequate delineation of MTBE impact to groundwater downgradient.
Please advance two (2) additional CPT borings. The first additional boring should be
located between the proposed P-14 location and Yosemite Street, approximately 100
feet from well MW-11. The second additional boring should be located south of
Yosemite Street, approximately 100-150 feet west of MW-5.
KARL E. LONGLEY SCD, P.E., CHAIR I PAMELA C.
