1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of site: The project consists of a 10 acre lot. The subject Assessor's Parcel <br /> Number is 065-080-02. The parcel is zoned AG-40. The Owner has applied for a Zone <br /> Reclassification to change the zone to Limited Agriculture 5-acre minimum. The existing parcel <br /> contains two houses and other building structures. This project is proposing to divide the <br /> property into two separate and equal parcels. Each house already has its own separate septic <br /> system and well. <br /> 1.2 Description of Proposed Development: This project is proposing to divide the property into <br /> two, five acre parcels. In accordance with the San Joaquin County Development Title,this <br /> Surface and Subsurface Contamination Report(SSCR)is being submitted for approval. This <br /> report will investigate the property for visual or historical environmental contamination based on <br /> field observation, interviews with the owner, and County records. (This SSCR includes no <br /> chemical analysis). <br /> 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF TRIS SITE• <br /> 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of <br /> information of the historic use of this property is testimony from the owner, Gene Stoddart. He <br /> was interviewed in May, 2020. Mr. Stoddart has owned the parcel since 2015, although the <br /> property has been in the family for much longer. It has been a residence with grazing land for <br /> the last 10 years. The proposed future use of the site will continue to be residential with grazing. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at <br /> the San Joaquin County Agriculture Commissioners office on May, 2020 (see appendix for <br /> results).An onsite survey was performed on May 26, 2020 by staff of Dillon& Murphy. The <br /> San Joaquin County Environmental Health Department's underground storage tank mitigation <br /> database list did not yield any concerns. There was only one LUST clean up site approximately <br /> 5,000 feet away. The cleanup status for this site is completed and the case is closed, so there is <br /> no risk from this site. <br /> 3.2 Description of all past on-site potential and/or known above and below ground sources <br /> of contamination identified at the project site: Past on-site potentials for contaminations are <br /> low. The property has been used for residential purposes and grazing for more than 10 years. <br /> Historically there have been no underground storage tanks, except the septic tanks filed with the <br /> San Joaquin County. The owner has no knowledge of improper above ground storage of <br /> chemicals on the subject parcel. <br /> 1 <br />
