CITY OF STOCKTON
ENVIRONMENTAL CONTROL
INSPECTION REPORT
Company: Advance Metal Plating Inspector: Alex Baillie
Richard Stiffler, Toni
Duncan
Location: 4421 Giannecchini Lane Date: 12-12-96
Stockton CA 95206 Time: 13 :25
Contact: William Ramerz Telephone: 982-0422
Advance Metal Plating (AMP) has been classified as a Metal Finisher
New Source, as defined by 40 CFR 433.17, by the Municipal Utilities
Department (MUD) and is subject to Federal Pretreatment
regulations. MUD is the designated Control Authority of the
Pretreatment Program for the Stockton area that includes
Giannecchini Lane.
MUD inspectors meet AMP Plating Shop Manager, William Ramerz
(Willie) in the front office. MUD inspectors informed Willie that
they were at AMP to conduct a inspection of the facility and would
be taking a inventory of all waste both treated and untreated that
currently existed on site. Willie said that this was "OK". Willie
lead MUD inspectors out of the office and into the production area.
Willie accompanied MUD inspector during the inspection visit.
MUD inspector, Richard Stiffler, told Willie that he would be
taking photographs of the waste stored on site as part of the
inventory. Willie acknowledge this and gave no objection.
West Building Wall Waste/Chemical Storage Area:
An inspection of the AMP waste storage area was conducted to
determine the type and volume of waste currently on site in this
area. AMP has four blue colored tote containers and 8 black pallet
type containers that contain pressed sludge from the pretreatment
filter press located next to the west wall. There is a motor boat
and trailer parked in front of the waste containers. The black
pallets containers did not have any fixed lids but had a piece of
plastic draped over the top of each container. The sludge is
generally brown in color with no visible free liquid on the top of
the sludge. There is an additional black pallet of filter pressed
sludge sitting outside the western pretreatment area containment
wall which bring the total number of pallet type containers to nine
in this general area.
AMP has two 55-gallon drums, without lids, of electroless nickel
solution next to the 8 pallet containers of sludge along the
western building wall. Willie told me (Alex Baillie) that the
nickel solutions could be reused in the nickel bath.
