Notice <br /> To: UNIFIED HAZARDOUS SUBSTANCES PROGRAM FACILITIES <br /> Large Quantity Hazardous Waste Generator Facilities <br /> Underground Storage Tank(UST)Facilities <br /> Hazardous Waste Tiered Permitting Facilities <br /> From: SAN JOAQUIN COUNTY PUBLIC HEALTH SERVICEs ENVIRONMENTAL HEALTH DIVISION - <br /> Date: 12112/97 <br /> Re: Unified Hazardous Substances Program Fees <br /> implementation of Unified Program <br /> On January 1, 1997,the Public Health Services Environmental Health Division (EHD) became the Certified <br /> Unified Program Agency (CUPA)_for regulation of facilities that treat and store hazardous materials or <br /> generate hazardous wastes in San Joaquin County. The EHD is currently responsible for operation of tKe <br /> four of the six programs consolidated under the Unified Program (Hazardous Waste Generator, <br /> Underground Storage Tank, Hazardous Waste Tiered Permitting and Aboveground Storage Tank programs). <br /> The two remaining programs (Business Plans/Hazardous Material Management Plans and Acutely <br /> Hazardous Materials/Risk Management Prevention Program) will Continue to be operated by the San <br /> Joaquin County Office of Emergency Services(OES). <br /> As one of the required elements of the Unified Program, the EHD and IDES will be moving toward a <br /> combined billing statement and consolidated facility permit. At this time, only the EHD fees are included in <br /> the enclosed billing statement. Facilities regulated by the OES will continue to receive a separate billing <br /> statement for those program fees. <br /> Also included on this billing statement are the annual State Service (Surcharge) Fees that were <br /> established by the Unified Program legislation to cover the State agency costs associated with oversight <br /> of the CUPA programs throughout California. The amount of the Service Fees is determined on an annual <br /> basis by the State legislature. <br /> The fees included in the enclosed 1998 Environmental Health Permit billing statement are <br /> described below. <br /> Explanation of Fees Included on Billing Statement <br /> PREyious FEE NEWIREyism FEE <br /> • State Unified Program Facility Service Fee new $18.50 <br /> • Underground Storage Tank Program <br /> • State Surcharge per Tank S56 every 5 years $8' each year <br /> • EHD Permit per Tank $170 $170 <br /> • Hazardous Waste Tiered Permitting Program <br /> • State Service Fee per PER' Facility $1,236' $498 <br /> • EHD PBR Facility Permit Fee new $648 <br /> • State Service Fee per CA' Facility $1,236` $498 <br /> Facilities that paid a S56 tank surcharge for Permit Year 1994. 1995 or 1996 will not be assessed the S8 annual surcharge <br /> fee until the five year penod expires in 1999.2000 and 2001 respectively. <br /> '"Permit by Rule" tier category. A facility operating more than one Tiered Permitting unit at a facility location will only be <br /> charged one Tiered Permitting category fee and one State Service Fee. If more than one Tier category at a site, the highest <br /> permit fee and associated State Service Fee will be Charged. <br /> 'Fee previously charged by the State DTSC for Tiered Permitting program. <br /> '"Conditionally Authorized"tier category.
