Hazardous Waste Water Treatment Management and Closure Program <br /> Page 3 <br /> III. CLOSURE PLAN <br /> Within 90 days of treating the final volume of hazardous wastewater, Lustre-Cal Nameplate <br /> Corp, will initiate this closure plan. All closure plan activities will be completed within 180 days <br /> of treating the final waste volume. <br /> A. Waste Inventory <br /> A maximum inventory of 500 gallons acidic wastewater is in storage and treatment at <br /> any one time during unit operation. <br /> B. Closure Procedure <br /> 1. Steam clean all floors within the unit secondary containment. Water wash <br /> and/or, where appropriate, steam clean the treatment equipment (tanks, pumps, <br /> pipes, etc....) to decontaminate and remove residues. Rinsate and any waste <br /> residues will be collected in drums and sampled to determine appropriate <br /> disposal. Equipment that cannot be decontaminated will be dismantled and <br /> disposed offsite. <br /> Time Required: 25 days Estimated Cost: $10,000 <br /> 2. Ship approximately 1,000 gallons of wastewater generated from steam cleaning <br /> to an off-site facility for treatment and disposal ($3/gallon). <br /> Estimated Cost: $3,000 <br /> 3. Collect a maximum of three (3) soil samples within the waste treatment area. <br /> Analyze each sample for pH and heavy metals. Samples will be collected at a <br /> depth of approximately 2-3 feet below the surface. <br /> Time Required: 30 days Estimated Cost: $7,000 <br /> 4. Closure of the wastewater treatment unit is not expected to commence before <br /> the year 2010. <br /> Lustre-Cal Nameplate Corp. will notify the Department of Toxic Substances Control <br /> (DTSC) and the local hazardous waste enforcement agency by certified mail at least 15 <br /> days prior to the completion of closure activities. <br /> Upon completion of closure, DTSC and the local hazardous waste enforcement agency <br /> will be provided with a certification signed by the owner and by an independent, <br /> professional, stating that closure has been completed in accordance with the closure <br /> plan and that the closure plan meets or exceeds the applicable requirements of the <br /> Department. <br /> C. Record Keeping <br /> Records must be maintained onsite to demonstrate compliance with closure <br /> requirements. These records could include descriptions of what was done with <br /> remaining waste residues, records of the decontamination and/or removal and disposal <br /> of the treatment equipment, analytical results of soils investigations under the treatment <br /> unit, contracts with contractors, and/or photographs of the actual closure operation. <br />
