Facility staff said the satellite containers <br /> are pumped into the used oil tank about 3 times per month. The initial date of waste accumulation shall be clearly <br /> marked and visible for inspection on each container used for satellite accumulation of hazardous waste. Since it <br /> cannot be determined how long this waste has been stored on site, immediately mark this container with today's date <br /> and manage satellite containers according to Title 22 regulations. <br /> This is a minor violation. f <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The drained used oil filters were pick up on 415!18 and 1120117. Lawrence Sambadc,owner, called to schedule an <br /> immediate pica[-up for used oil filters and scheduled pick up for every December 15th annually. Facilities that <br /> generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that generate one ton <br /> or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters under a bill of <br /> lading and submit a copy of the blll of lading to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 7th, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> Waste streams observed: Used oil, drained used oil filters, metal shavings, used absorbent. <br /> Inspector provided return to compliance certification, flyer for free COPA classes, hazardous waste labels, modified <br /> contingency plan form. <br /> Notes:An emergency coordinator and modified contingency plan information was lacking. There must be at least <br /> one emergency coordinator on site or on call to coordinate emergency response measures, and the following <br /> information must be posted by a phone;the dame and phone number of the emergency coordinator; location of fire <br /> extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, <br /> unless the facility has a direct alarm. A form is provided that can be used for this purpose.
