SAN J O A Q U I N Environmental Health Department <br /> — <br /> —COUNTY -- <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Smart Final#393 744 W Hammer Ln, Stockton November 04, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2)Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated(not necessarily documented)that <br /> employees who handle hazardous waste were properly trained, based on the following observations: <br /> The Hazardous Waste Accumulation Center Inspection documents,found in the hazardous waste storage area <br /> (see photo IMG 9261)and dated 10/7-11/4 for the current year,2019, indicated that the hazardous waste totes <br /> (containers/bins)were properly labeled and include the accumulation start date, physical state, hazardous <br /> properties, contents/composition, and store information(name&address)(IMG 9264-5). However,the following <br /> observations were made in the hazardous waste storage area(IMG 9261): <br /> 1.An Oxidizers(OX) Hazardous Waste tote, containing at least three containers of bleach,was found: <br /> a. not clearly labeled with the store name(IMG 9236-8). <br /> 2.An Aerosols, Flammables and Combustibles(AF) Hazardous waste tote, containing aerosol cans,was found: <br /> a. not clearly labeled with the store name; and <br /> b. not marked with the appropriate physical state(IMG 9241-2). <br /> 3.A Corrosive Acids(CA)Hazardous Waste tote, containing a MiO Fruit Punch Liquid Water Enhancer,was <br /> found: <br /> a. not labeled with the accumulation start date; and <br /> b.with the contents not marked on the label(IMG 9259-60). <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with <br /> proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations <br /> and emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees.
