A J OA U I Environmental Health Department
COUNTY
Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
EI Dorado Food Mart 1901 S EL DORADO ST, STOCKTON August 29, 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
310 CCR 2636(f)(4) Piping is not fail-safe outside UDCs or fails to stop flow of product at dispenser inside UDCs.
The 91 relay repeatedly got stuck in the on position during testing of sensors and leak detectors and did not meet
the requirements for annual line tightness testing exemption. The service technician adjusted the 91 relay and
retested, which satisfies the annual line tightness testing requirement. Ensure that all leak detection equipment is
properly programmed and functioning at all times.
This was corrected on site.
This is a minor violation.
313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight.
Fuel drips were observed on both fuel filters under dispenser 1/2. All primary containment for the UST system must
be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed
components, under permit and inspection of the EHD if necessary.
This is a minor violation.
315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003).
Liquid was observed in the 87 STP sump. If water could enter into the secondary containment by precipitation or
infiltration, it must be removed and disposed of properly. The service technician removed the liquid from the 87 STP
sump. Ensure that all sumps and annular spaces are maintained free of liquid.
This was corrected on site.
This is a minor violation.
318 CCR 2666(c), 2643(c)(1) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch.
The 91 VMI line leak detector detected a leak when tested, but got stuck in slow flow and would not return to normal
flow, causing it to be unable to detect a leak. All line leak detectors shall be capable of detecting a 3-gallon per hour
leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed.
This was corrected on site.
This is a minor violation.
FA0001946 PR0231092 SCO01 08/29/2019
EHD 23-01 Rev.9/20/2019 Page 6 of 8 Underground Storage Tank Program OIR
1868 E.
