AN <br /> o n (1 I Environmental Health Department <br /> COUNTY-- <br /> 5. Provide written notification to ust @sjgov.org or contact Stacy Rivera at (209) 468-3440 to arrange <br /> the following inspection appointments. All appointments must be scheduled 48 hours in advance. <br /> a) Inspection of tank vacuum gauge or inspection for brine leaks prior to tank placement in excavation . <br /> All tank pre-installation tests shall be performed according to tank manufacturer instructions. The tank <br /> installation checklist must be submitted to EHD prior to the final inspection . <br /> b) Verification of tank set, anchorage, appropriate backfill , and appropriate additional corrosion protection <br /> of tank anchors (turnbuckles, eye bolts, etc. ) . Additional corrosion protection is required on all exposed <br /> metal prior to covering . <br /> c) Primary tank test, according to manufacturer's specifications. <br /> d) Primary piping soap test of all piping and penetrations (product, vapor recovery, and vent) : One-hour <br /> pneumatic pressure test at 110% of operating pressure, or 40 psi , whichever is greater, in accordance <br /> with manufacturer installation instructions. <br /> e) Verification of secondary piping slope at 1 /8 inch per foot or greater, to a containment sump with an <br /> audible/visual alarm . <br /> f) Secondary piping soap test of all piping and penetrations (product, vapor recovery, and vent) : One- <br /> hour pressure test at the manufacturer's recommended specification . <br /> g ) Verification of all pipe setbacks, cross-overs, and burial depth according to the manufacturer's <br /> installation instructions and verification of appropriate piping backfill <br /> h) Integrity testing of all sumps per the manufacturer's installation instructions, prior to backfill . <br /> I) Verification of brine type and witnessing of brine addition , prior to backfill. <br /> j) Verification of leak monitoring communication for all installed vacuum , pressure, or hydrostatic (VPH ) <br /> components including piping , sumps, under dispenser containment sumps (UDCs) , and all chase lines. <br /> Communication at end points of each vacuum zone and each vacuum monitored sump must be <br /> verified independently in operating condition. <br /> k) Verification of the dispenser footprints contained by the UDCs . Any potential leaks from piping and <br /> fuel filters must drain directly into UDCs. <br /> 1) Enhanced Leak Detection (ELD) testing , after facility is in operating condition . Appropriate test <br /> notification , tester certifications, and test method disclosure is required . Passing ELD test results must <br /> be received prior to receiving fuel. <br /> m) Verification of VPH components installation (shroud boots and band clamps for spill containers , <br /> appropriate rubber-type gasket or clamps on lids on all fill , vent and STP sumps, etc. ) . <br /> n) Verification of overfill prevention prior to first fuel delivery: Measurement of drop tubes to verify 95% <br /> tank volume shut off and/or verification that external audible/visual alarm activates when tank is 90% <br /> full. <br /> o) Spill bucket test, prior to first fuel delivery: Verify minimum 5-gallon capacity and pass a one hour <br /> hydrostatic test (or equivalent). Proper drainage method must be verified. <br /> p) Monitoring system functionality, prior to first fuel delivery: Functionality of the monitoring system must <br /> be verified to ensure it meets the requirements of California Code of Regulations (CCR) Title 23 and <br /> California Health & Safety Code ( HSC) Chapter 6. 7. <br /> q) Leak detector test, after first fuel delivery: Leak detector must be tested to confirm that the device can <br /> detect a leak of 3 gallons per hour at 10 psi . Leak detector monitored line volumes shall be appropriate <br /> for the make and model of the installed leak detectors, and shall be verified at the time of installation . <br /> r) Monitoring system functionality, after first fuel delivery, in operating condition : Functionality of the <br /> monitoring system must be verified to ensure it meets the requirements of CCR Title 23 and HSC <br /> Chapter 67. <br /> 2 of 4 <br />
