CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 88-208 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> PACIFIC ENERGY, INC. <br /> AND THE CITY OF STOCKTON <br /> PACIFIC ENERGY, INC., STOCKTON GENERATING SITE <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1. Pacific Energy, Inc. , submitted a Report of Waste Discharge, dated 16 August <br /> 1986. The property is owned by the City of Stockton. Pacific-Energy, Inc. , <br /> and the City of Stockton are hereafter jointly referred to as Discharger. <br /> 2 . The Board, on 16 December 1977, adopted Order No. 77-288 which prescribed <br /> requirements for the Austin Road Class II-2 solid waste disposal site <br /> operated by the City of Stockton. <br /> 3. Pacific Energy, Inc. , will operate a landfill gas recovery system at the <br /> Austin Road solid waste disposal site under contract with the City of <br /> Stockton. The gas is used to power an electrical generation plant at the <br /> northwest corner of the site (Attachment A) . This plant receives gas from a <br /> series of collection wells distributed across the landfill. Condensate from <br /> this gas collection network will be intercepted at several condensate traps <br /> within the collection network. Condensate enters the traps and then infil- <br /> trates the landfill . In addition to these traps an average of 35 gallons <br /> per day (design flow of 200 gallons per day) of condensate collects at the <br /> plant. This fluid, called return condensate, will be returned to the <br /> landfill via a single leachline, as specified in Discharge Specifica- <br /> tion B.2. <br /> 4. Under Section 2511(e) of Title 23, California Code of Regulations (CCR) , <br /> discharges of condensate from methane gas recovery operations to the landfill <br /> are exempt from the requirements of Subchapter 15, Chapter 3, Title 23 of the <br /> CCR if the following conditions are met: <br /> a. Condensate shall have no chemical additives which could adversely affect <br /> containment features, and shall consist of water only and liquid contami- <br /> nants removed from gas recovered at a waste management unit. <br /> b. Condensate shall be discharged to a different landfill waste management <br /> unit with a leachate collection and removal system operated under waste <br /> discharge requirements issued by the Regional Board, or returned to the <br /> waste management unit(s) from which it came. <br /> c. The Discharger shall submit a Report of 'Taste Discharge to the Regional <br /> Board pursuant to Subchapter 9, Chapter 3, Title 23, CCR, and shall <br /> discharge condensate only in compliance with waste discharge <br /> requirements. <br />
