WASTE DISCHARGE REQUIREMENTS -2- <br /> PACIFIC ENERGY, INC. <br /> AND THE CITY OF STOCKTON <br /> SAN JOAQUIN COUNTY <br /> 5. The Discharger has complied with the requirements for the exemption described <br /> in Finding #4. The Discharger: <br /> a. proposes to use no chemical additives to the condensate; <br /> b. proposes to return condensate to the waste management unit from which it <br /> originated; and <br /> c. submitted a Report of Waste Discharge pursuant to Subchapter 9, Chapter <br /> 3, Title 23, CCR. <br /> 6. New ground water monitoring wells have been installed by the City-of Stockton <br /> at the landfill . The City will use these wells to detect leakage from the <br /> landfill . <br /> 7. An analysis of the condensate indicated the presence of the following <br /> constituents: <br /> Constituent Concentration <br /> COD 1,500-8,000 mg/l <br /> pH 3.3-3.8 <br /> Acetone 9,000-11,000 ug/l <br /> 2-butanone 2,000-7,000 ug/l <br /> Toluene 400-700 ug/l <br /> Xylene 15 ug/l <br /> Vinyl Chloride 10 ug/l <br /> 8. The beneficial uses of Little Johns Creek are recreation; esthetic enjoyment; <br /> and preservation and enhancement of fish, wildlife and other aquatic <br /> resources. <br /> 9. The beneficial uses of the ground water are agricultural and domestic supply. <br /> 10. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality objec- <br /> tives for all waters of the Basin. These requirements are consistent with <br /> that Plan. <br /> 11. A Negative Declaration was prepared for this project by the City of Stockton <br /> Community Development Department, pursuant to the provisions of California <br /> Environmental Quality Act, which found that the project would not have a <br /> significant effect on the environment. <br />
