Austin Road Landfill <br /> Page 4 of 6 <br /> closure date. <br /> 14 CCR 17682 - Cover <br /> Wastes were not covered at the end of operating day on August 1 , <br /> 1990. Also wastes from the previous active area, along the <br /> southern slope of the landfill mass were not adequately covered. <br /> All wastes must be adequately covered at the end of the operating <br /> day. <br /> Based on the previous LEA and Board inspection reports, the <br /> operator has violated this standard on many occasions. <br /> 14 CCR 17684 - Intermediate Cover <br /> I observed several areas of expose old waste -materials at the gas <br /> pipes collection area (west of the working face area) and west of <br /> the internal road leading to the working face (see attached <br /> sketch) . I also observed areas of expose wastes north of the <br /> active area (near the white roll-off bin) . This area was indicated <br /> to me by Phil Gambastiani as intermediate cover area. These areas <br /> must be covered with one foot layer of compacted cover material . <br /> 14 CCR 17695 - General <br /> T observed an oil spill on the ground under the waste oil container <br /> tank. This tank is where the equipment operators disposed their <br /> waste oil . Effective preventive maintenance procedures and <br /> programs for equipment shall be developed and utilized. To correct <br /> this problem, the oil container tank must be double contained to <br /> prevent a spill on the ground. The contaminated soil must be <br /> disposed to an appropriate facility ( i .e: Class 1 facility) <br /> 14 CCR 17704 - Leachate Control <br /> The groundwater beneath and downgradient of the landfill is <br /> contaminated with volatile organics according to Jeff Tucker with <br /> Regional Water Quality Control Board (RWQCB) . Verification <br /> monitoring is being implemented to deteratine the vertical and <br /> horizontal extent of the contamination. 14 CCR 17704 will remain <br /> in violation until the problem is mitigaied. <br /> Condensate from the methane recovery SY:Aeln is being discharge to <br /> the landfill via a leach line buried near the tipper trash/fill dirt <br /> interface of the landfill . In I ' yllL of the groundwater <br /> contamination problem, we strongly urge that the uf <br /> condensate back into the landfill be sLupped immediately. <br /> 14 CCR 17710 - Grading of Fill Surfaces <br /> I observed areas of depressions in the landti 1. 1 gas pipe cul I t:-ct ion <br /> area.
