Austin Road Landfill <br /> Page 5 of 6 <br /> Based from previous inspection reports, 14 CCR 17710 has been on- <br /> going violation which may negatively impacting groundwater at the <br /> site. <br /> / 14 CCR 17742 - Hazardous Wastes <br /> I observed infectious wastes in the form of syringes, medical <br /> tubings, hospital linens and plastic gloves disposed at the active <br /> face. Phil Gambastiani (Equipment operator/Site Supervisor) <br /> admitted that this facility has been accepting infectious waste <br /> which is considered a hazardous waste pursuant to PRC, Section <br /> 40101. This facility is not permitted to accept infectious waste. <br /> AREAS OF CONCERN <br /> 14 CCR 17616 - Report of Disposal Site Information (RDSI) <br /> As a result of the changes which have occurred at this facility, <br /> as outlined under 30 PRC 44004 above, the RDSI must be updated to <br /> reflect the current operations of the site (operational hours, type <br /> of wastes, tonnage, etc. ) . The stockpile of sludge material at the <br /> site which is to be used as a foundation layer during closure, must <br /> also be addressed in the RDSI . <br /> -'14 CCR 17658 - Site Securit <br /> The site is secured by a combination of perimeter fences, <br /> topography and locked i gates at the front and back entrances. <br /> However, the front gatepwas open when the LEA acid I arrived at the <br /> site at 3: 45 pin on August 1 , 1990. Gates nitist be closed at all <br /> times especially at the end for the day to prevent entry of <br /> unauthorize person or vehicle. According to Phil Gambastiani , they <br /> just changed their hours of operation as of August 1 , 1990 from <br /> 6 : 00 am to 3 :00 pin and instructed his gate attendant staff to close <br /> the gate at 3:00 pin. Mr . Gambastiani .._.,cured me that this will not <br /> happen again. <br /> 14 CCR 17669+ Liqhtinq <br /> Although, I did not observe site oputam ons dLiring hours of <br /> darkness, I was informed by Phil Gambastiani that. the site is also <br /> open at 6:00 am during winter time which is still dark . if <br /> operations are going to be conducted during hours of darkness, the <br /> site shall be equipped with adequate lighting to insure safety and <br /> to permit monitoring the effectiveness of cover and compaction <br /> operations. <br /> 14 CCR 17706 - Dust Control <br /> I observed substantial amounts of dust emanating from the ground <br /> during my inspection on August 1, 1990. Dust must be controlled <br /> during site operation. <br /> Waste/Management Specialist <br />
