Austin Road Landfill
14 CCR 17708 - Drainage and Erosion Control
The only drainage control that I observed was through channel
drainage along the sides of the fill. The facility also has a
holding pond located at the southwest corner of the landfill .
However, I 'm concerned about the drainage control at the active
face area. In the event of rain, drainage water would likely be
flowing straight down to the Little John Creek and eventually be
discharged off-site. There should be an adequate drainage control
to divert rainwater away from the active area.
14 CCR 17696 - Operating Site Maintenance
This facility has several small cracks on the ground especially at
the landfill gas pipe collection area which are emitting large
quantities of methane gas. The operator must monitor and promptly
repair or correct deteriorated/defective conditions at the site.
CONCLUSIONS
The SWFP for this facility needs to be revised to reflect the
current operation of the site. As a reminder , any person who
operates a solid waste facility in violation of the terms And
conditions of the permit is subject to civil penalty not to exceed
ten thousand dollars ($10,000) for each day the violation or
operation occurs, pursuant to PRC, Article 2, Section 45200 .
In addition, other violations and areas of concern noted in this
report must be corrected as soon as possible in order to be in
compliance with applicable sections of 14 CCR and 30 PRC.
Was 7 fManagement Specialist
