Box 2009 <br /> Stockton, CA 95201 <br /> Subject: Austin Road Landfill <br /> Dear Mr. Biedermann: <br /> This letter will confirm our reply to the issues discussed on <br /> May 24, 1989 at the meeting held at this Board regarding the <br /> above facility. Present at the meeting were Martha Vazquez and <br /> Cy Armstrong of Board staff, yourself and Ed Padilla of the <br /> County Department of Environmental Health, and James Giottonini <br /> and Stephen Chen of the City of Stockton Department of Public <br /> Works. <br /> The first issue discussed was the permitted decrease in the <br /> amount of waste the facility can receive per day. The 1983 Solid <br /> Waste Facilities Permit (SWFP) limited the facility to receipt of <br /> 280 tons per day, and the 1977 SWFP allowed approximately 512 <br /> tons per day (605, 796 cubic yards per year) . After several <br /> discussions with you, and review of the document entitled, "Solid <br /> Waste Facility Permit Application - Austin Road Landfill Site, <br /> 9/77 " it has been determined that an increase in tonnage was <br /> foreseen by regulating agencies and the applicant. The reason <br /> the daily tonnage was decreased in the 1983 SWFP will most likely <br /> remain a mystery, as neither your office nor this Board has been <br /> able to determine a cause for the reduction. <br /> We share your opinion that the SWFP should be mo ified to allow <br /> acceptance of up to 512 tons of waste per day. City of Stockton <br /> Public Works should submit an application for p rmit modification <br /> to your office. J <br /> The second issue discussed was an anticipated increase in the <br /> amount of waste the facility receives to approximately 800 tons <br /> of waste per day. An increase from 512 tons of waste per day to <br /> a proposed 800 tons of waste per day would constitute a <br /> significant change. At least 120 days prior to the proposed <br /> increase the operator should apply for a revision of the SWFP. <br /> Before this Board can concur in the issuance of a revised SWFP <br /> this Board must make a Finding of Conformance (California Code of <br /> Regulations (CCR) Section 17932 et seq. ) . <br />
