I. INTRODUCTION <br />Amendments to the California Administrative Code (CAC) Title 23 <br />Waters, Chapter 3, Subchapter 15, Section 2523.b) now requires a <br />periodic load -checking program approved by the Department of Health <br />Services and the Regional Water Quality Control Board, to ensure that <br />hazardous materials are not discharged at landfills. The City of <br />Stockton has developed the program described herein for purposes <br />of discovering and discouraging attempts to dispose of hazardous or <br />other unacceptable wastes in the City of Stockton Austin Road Landfill, <br />The major component of the plan is a periodic load --checking program. <br />The program focuses on wastes delivered from commercial and industrial <br />sources. In addition, various other measures will be -1pl <br />jy_j t <br />assist in the exclusion of hazardous and other unacceptable wastes <br />from the site. Procedures have also 'been established for the safe <br />handling, and disposal of any such waste should it be identif Jed throtigh <br />the program.
