Ii. LOAD -CHECKING PROGRAM <br />The key ellcti-tic,,nt, in the hazardous waste exclusion program for <br />the Austin Road Landfill is a periodic load -checking, program. The <br />prograi-ii foc:iis­:,� c)T! Wa:-rtes delivered from commercial and industrial <br />sources. The City of Stockton (herein after "City) will. <br />and train a member of the City staff who will be responsible for <br />conducting the periodic load -checking at the site. Backup personnel <br />will also be trained. The City staff member will examine one or two <br />loads on a random day each week. The objectives of the load -checking <br />are to detect and discourage attempts to dispose of hazardous or <br />designated unacceptable wastes at the site. <br />Upon selecting a random load for inspection the following <br />information will be recorded: 1) date, 2) time, 3) name of the <br />hauling firm or vehicle owner, 4) name of the driver, 5) telephone <br />number for contacting, 6) license plate number and truck. number of <br />the vehicle and 7) the source (s) of the waste as stated by the <br />vehicle driver. This information will be recorded on the date form <br />shown in EXHIBIT 1. The form will be signed by the vehicle driver, <br />the City employee, and an Austin Road Landfill (herein after <br />"contractor") employee. <br />The contractor will designate the location for discharging the <br />wastes and instruct the driver to pull forward while unloading. In <br />this way, the wastes will be formed into a long windrow. The wind --- <br />row will then be torn down using a rake and/or shovel working along <br />both sides of the pile. While tearing down the windrow, the material <br />will be carefully observed for any hazardous or other unacceptable <br />wastes that may be contained in the load. The City employee will <br />sample any freely draining liquids seen during the process of raking <br />out LhE- refuse, conduct simple field test by noting the pH, odor, <br />color, and any comments on source of liquids. These observations <br />will be recorded on the data sheet for the load. <br />Page 2 <br />
