STATE OF CALIFORNIA GEORGE DEUKMEJIAN Governor
(CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROLITIER ROAD u
SACRAMENTO,CA 95827-30981 Ii
21 June 1989
'rRh./ltr/SFP, r,r;.
Stephen Chen
Deputy Public Works Director
City Of Stockton
City Hall
Stockton CA, 95202
GROUND WATER MONITORING, AUSTIN ROAD LANDFILL,,,STOCK-TON, CASE NO.
2148
We have received the quarterly monitoring report, dated 2 May. 1989. Waste
Discharge Requirements (WDRs) Order No. 89-031 for the Austin Road Landfill were
adopted by the Regional Board in February 1989. This Order iincludes Monitoring ,And
Reporting Program No. 89-031. The quarterly monitoring repan you sent references
Monitoring And Reporting Program No. 77-288, which was rescinded with the
adoption of Order No. 89-031. Your quarterly monitoring report also lists Austin Road
Landfill as Class 11-2. Austin Road Landfill was reclassified as a Class III Landfill.
Please note these changes on future monitoring reports.
We have also received your request that the monthly and quarterly ground water
monitoring requirements he postnnried Until the. verification pragram is romp!ete. The
verification monitoring done to this point concentrated on vo1e organic compounds
associated with the contamination found at the site. Monitoring & Reporting Prograrl
No. 89-031 requires that ground water be monitored for a iparc_;e variety of constituents
inciuding volatile orga.nios, metals, nitrate, sulfate, alkalinity, arod others. This Order
also requires sampling and analyses of ground water for one year for the
determination of water q,..aality prctection standards. The water quality protection
standards are set for all of the constituents listed in the Order, rihich includes more
than just volatile organics. Therefore, your request that the morritoring be postponed
must be denied. Results from the verification monitoring of volatile organics in the
ground water wells on-site can be used in the quarterly monitonling reports. The
quarterly monitoring report for the months of April, May, and June is due to the Board
by 15 July 1989.
