*A JF P a A GEORGE DEUKMEJIAN Governor <br /> "CALIFORNIA REGIONAL WAIW QUALITYCONTROL BOARD— <br /> 'CENTRAL <br /> A CENTRAL VALLEY REGION <br /> 3443 ROUTIER ROAD <br /> SACRAMENTO,CA 95827-3098 <br /> a <br /> 29 February 1988 " w <br /> Mr. Harry Montgomery <br /> City of Stockton Department <br /> of Public Works <br /> 2500 Navy Drive <br /> Stockton, CA 95206 <br /> DESIGN AND CONSTRUCTION OF A NEW WASTE MANAGEMENT UNIT AT AUSTIN ROAD LANDFILL, <br /> SAN JOAQUIN COUNTY (CASE NO. 2148) <br /> In a letter dated 10 February 1988, we expressed our concern that all activities <br /> at. the Austin Road Landfill , both existing and proposed, be in compliance with <br /> Subchapter 15, Title 23 of the California —Code of Regulations (Subchapter 15). <br /> I want to provide some guidance on what Subchapter 15 requires with respect to <br /> construction of a new landfill waste management unit (WMU) and how the Regional <br /> Board will determine when the new WMU is in compliance with Subchapter 15. <br /> Before we can determine if the WMU is in compliance with Subchapter 15, we must <br /> review design and construction plans and receive an engineering certification <br /> from a California Registered Civil Engineer showing that the WMU has been <br /> constructed to meet the requirements of Subchapter 15. Assuming that the new <br /> WMU will be operated as a Class III landfill , the following sections of <br /> Subchapter 15 contain provisions that are related to the siting, design, and <br /> construction of such a unit: <br /> Waste Management. Unit Classification and Siting <br /> 2533 - Class III : Landfills for Nonhazardous Solid Waste <br /> Construction Standards <br /> 2540 - General Construction Criteria <br /> 2541 - General Criteria for Containment Structures <br /> 2542 - Liners <br /> 2543 - Leachate Collection and Removal Systems <br /> 2545 - Subsurface Barriers <br /> 2546 - Precipitation and Drainage Controls <br /> 2547 - Seismic Design <br /> Water Quality Monitoring for Classified-Waste Management Units <br /> 2550 - Applicability <br /> 2555 - General Ground Water Monitoring Requirements <br /> 2556 - Detection Monitoring Program <br /> 2559 - Unsaturated Zone Monitoring Program <br />
