Generally, Class III landfills in <br /> the Stockton area have not been required to incorporate such features. Over the <br /> past two years, special monitoring of Class III landfills (Calderon Program) has <br /> revealed that many in the Central Valley are leaking leachate and have polluted <br /> the underlying soil and ground wat8r. TO prevent further pollution, we will be <br /> looking at the increased use of containment structures such as liners. Enclosed <br /> with this letter is u memorandum from our office that outlines a procedure that <br /> can he used to determine if Class }Tl landfills should be lined or not. In <br /> determining if landfills need liners or not, we will look at factors such as <br /> infiltration and site geology, but will also Consider the pour containment <br /> performance of unlined Class III landfills in the Central Valley.
