. .
Mr. Harry H0ntgDnery
-
Compliance Procedures
2596 - Design Report and Operations Plan ^ -
Included in the above list are sections on liners, leachate collection and
removal systems, and vudose zone monitoring. Generally, Class III landfills in
the Stockton area have not been required to incorporate such features. Over the
past two years, special monitoring of Class III landfills (Calderon Program) has
revealed that many in the Central Valley are leaking leachate and have polluted
the underlying soil and ground wat8r. TO prevent further pollution, we will be
looking at the increased use of containment structures such as liners. Enclosed
with this letter is u memorandum from our office that outlines a procedure that
can he used to determine if Class }Tl landfills should be lined or not. In
determining if landfills need liners or not, we will look at factors such as
infiltration and site geology, but will also Consider the pour containment
performance of unlined Class III landfills in the Central Valley. Also enclosed
is a copy of a checklist for preparing a Report of Waste Discharge.
If you have further questions, contact me at (9I6) 36I^5737, `
TIMOTHY A.
