This discharge is <br /> in violation of waste discharge requirements (WDRs) for the landfill. Discharge <br /> Specification A.8 states that "Liquids of high moisture content waste (greater <br /> than 50%) shall not be discharged a_t this site". Cannery waste generally <br /> contains greater than 50% liquids. Placing such waste on the final cap serves <br /> only to increase the moisture content of the waste in the landfill, which is to <br /> be avoided. Cannery waste cannot be taken at Austin Road Landfill under the <br /> current WDRs. <br /> Cannery waste can be taken at landfills if the waste is dried so that the <br /> moisture content is less than 50% before disposal in the Class III landfill . I <br /> understand that the City is working on a new Report of Waste Discharge (RWD) for <br /> the landfill . If the City wants to take cannery waste at the landfill , the RWD <br /> should contain a description of how and where the waste will be treated before <br /> discharge.
