The <br /> current fill operation at the active face of the landfill was being conducted in <br /> a professional manner. Last winter I noticed a lot of ponded water on top of <br /> the landfill in -the area. of the methane gas extraction wells. I drove up onto <br /> the cap and saw a city crew regrading the cap. I noticed that cannery waste was <br /> being dumped in the low areas on the cap, apparently in an effort to fill those <br /> areas. This discharge is in violation of waste discharge requirements for the <br /> landfill . Discharge Specification A.8 states that high moisture wastes shall <br /> not be discharged at the site. The grading crew did not know who was <br /> responsible for the discharge of cannery waste. <br /> At another section of the site, not yet landfilled, is a cannery waste disposal <br /> area. Joe balker, Deputy Director of Public Works for the City of Stockton, <br /> told me that cannery waste was not discharged this area any longer. At this <br /> area I found a series of pits approximately 20 feet long and five feet wide. I <br /> could not determine the depth. Each pit was filled with cannery waste. The <br /> surface appeared dry but once the crust was broken, I discovered a. putrid, pulpy <br /> mass of decomposing organic matter. As I walked from pit to pit, sheets of <br /> flies arose from the surface of the waste. I feel that the waste had been <br /> discharged this summer. This disposal is also in violation of Waste Discharge <br /> Requirements Order No. 77-288, Discharge Specification A.8, which States: <br /> "Liquids of high moisture content waste (greater than 50%) shall not be <br /> discharged at this site". <br /> INSPECTION SUMMARY <br /> Disposal of high moisture cannery waste at Austin Road Landfill is in violation <br /> of Waste Discharge Requirements Order No. 77-288, Discharge Specification A.S. <br /> The City of Stockton must not accept such waste at the landfill.
