Environmental Health Department Small Quantity Hazardous Waste Generator Inspection Report Date: May 10, 2019 Facility Address: 450 S Cherokee Ln, Lodi Facility Name: Dollar Tree #06120 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) RemarksItem # orange “store-use” sticker. o A partially empty 22 fl. oz. container of Spic and Span Antibacterial Spray Cleaner, labeled STOU HW, and not marked with an orange “store-use” sticker. o An empty 10 fl. oz. container of Gain Original laundry detergent labeled HW. - The items listed below were found in the mop sink located in the facility’s back storage area (IMG 6096-105, 6110-5). Andres did not know how long the items had been in the mop sink. o Two open and partially empty 15.2 fl. oz. container of Suavitel fabric softener. Andres scanned the fabric softeners using the hand held scanner, which indicated the fabric softeners should be placed in an STOU HW tote. Andres placed the containers of fabric softener into a HW bag marked STOU, along with absorbent, and placed the fabric softeners into an STOU HW tote. o An open and partially empty 32 fl. oz. container of Bubble Fun Bubbles. The hand held scanner stated the bubbles were not hazardous. Andres said that when the scanner states an item is not hazardous, the item may be thrown in the trash. However, according to the Products To Be Treated As Hazardous Waste guide, posted next to the HW storage area, “Bubbles (blowing)” are classified as STOU HW. Andres placed the container of bubbles into HW bag marked STOU, along with absorbent, and placed the bubbles into an STOU HW tote. o An empty 96 oz. container of The Home Store Bleach, which was not marked with an orange “store-use” sticker. Andres placed the bleach container into a HW bag marked OX, and placed the container into an OX HW tote. o Three full 96 oz. containers of The Home Store Bleach, which were not marked with an orange “store-use” sticker. Andres stated the full containers of bleach would be sold to customers. o Two empty 2 fl. oz. GS Neutral Cleaner Concentrate ST-846 packs. Andres stated he places the empty cleaner concentrate packs into a HW bag and in the HW storage area, but does not place them into a HW tote because he did not know which HW tote the cleaner packs belonged. Andres stated the cleaner packs are not sold in the store, but purchased by the facility to clean the facility floors. Andres called a store manager of a Dollar Tree store in Galt, CA to ask which HW tote the cleaner packs should be placed into. Andres stated that the store manager in Galt said the empty cleaner packs are to be placed in a CB HW tote. Andres placed the two empty GS Neutral Cleaner Concentrate ST-846 packs into a CB HW tote. - When asked how employees determine which HW tote a HW item belongs in, Andres said employees follow the waste category provided on the hand-held scanner once an item is scanned. Andres said if the scanner does not provide a waste category or states “See guide,” employee will refer to the Products To Be Treated As Hazardous Waste guide. When asked if the waste category for a HW item still cannot be determined based on the guide, Andres said he will ask his or another store manager for help. Andres said that the Dollar Tree Potentially Hazardous Material Management poster, posted next to the HW storage area, is not typically used (IMG 6065). Andres did not seem aware of the StrongPack Resource Center phone number, listed on the poster, to call in case questions came up. - Two empty 2 fl. oz. GS Neutral Cleaner Concentrate ST-846 packs were found in a black bucket located on a stack of boxes next to the mop sink. Andres did not know how long the empty cleaner packs had been in the bucket. Andres placed the two empty GS Neutral Cleaner Concentrate ST-846 packs into a CB HW tote. (IMG 6107-9) - Spillage of what appeared to be Comet With Bleach cleaning powder, from an open 25 oz. container of Comet With Bleach cleaning powder, was found on a sales shelf in the facility. Two shelves down, there was more spillage of a similar powder substance. When asked what Andres would do with the open container of Comet, Andres stated he would place the open container in a HW bag, mark down the item, and sell the item for a lesser price.
