We understand that the proposed use for the facility is an <br /> office, driver rest stop, and a truck maintenance shop for Schneider National trucking company. <br /> The proposed project involves the addition of three showers and two washing machines to the <br /> site, concurrent with a considerable increase in office staff and truck drivers passing through the <br /> site. <br /> As discussed in our Septic System Feasibility Study, dated April 4, 2003,we understand that San <br /> ' Joaquin County Public Health Services, Environmental Health Department, (EHD) staff have <br /> several concerns regarding the proposed project. EHD is particularly interested in the volume <br /> and quality of flow to be generated and the possible negative impact to ground water from <br /> ' utilizing a septic system. Another concern is whether there's suitable disposal area for a large <br /> septic system which is believed to be required for the facility. As such, EHD has verbally <br /> indicated to our office they will be requiring a Soil Suitability/Nitrate Loading Study discussing <br /> ' the existing site conditions and to estimate the project's impact to ground water. This report has <br /> been prepared in anticipation of the written requirement to reduce the time involved. <br /> ' Also discussed in our Septic System Feasibility Study, dated April 4, 2003, was the fact that <br /> EHD will refer the project to the Central Valley Branch of the California Regional Water Quality <br /> Control Board. Mr. David Welch, Senior Geologist of Neil O.
