Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 10, 2019 <br /> Facility Address: <br /> 2073 E Yosemite Ave, Manteca <br /> Facility Name: <br /> Morgan Automotive Repair <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by November 10, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br />appointment, please call (209) 468-3420. <br />Documents provided during inspection: hazardous waste modified contingency plan, official inspection report, <br />return to compliance certification/statement of corrective actions <br />Waste streams found: used oil, used coolant, drained used oil filters, oily solids, oily mop water (disposed of in <br />the waste coolant container) universal waste aerosols, alkaline batteries, lamps, e-waste, rags (laundered by <br />Cintas) <br />Notes: The following first time minor violations were observed and corrected on site: <br />Violation #104 <br />OBSERVATION: A complete modified contingency plan was not posted at the facility. The modified <br />contingency plan did not include the location of emergency response or spill control equipment. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br />areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br />telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and <br />the telephone number of the fire department unless the facility has a direct alarm. <br />ACTION: A modified contingency plan was completed with all required elements. Corrected on site. <br />Violation # 608 <br />OBSERVATION: The 55 gallon drum of drained used oil filters was not marked with the accumulation start date. <br />REGULATION GUIDANCE: Drained used metal oil filters must be drained of free-flowing oil, stored in closed, <br />rainproof containers labeled with the words “drained used oil filters,” and marked with an accumulation start <br />date. <br />ACTION: Accumulation start date was marked on the container of drained used oil filters. Corrected on site. <br />Notes: <br />Shop is shared with Certified Collision Center. The businesses have separate EPA ID numbers, but work closely <br />together. Certified Collision Center contributes some of the oil and coolant hazardous waste. <br />Rags are commercially laundered by Cintas. Oily mop water is emptied into the waste coolant hazardous waste <br />container.
