Environmental Health Department <br />AMENDED <br />8/23/2019 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 15, 2019 <br /> Facility Address: <br /> 2050 E SIKORSKY ST, STOCKTON <br /> Facility Name: <br /> JC AIR ACADEMY INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 101 CCR 66262.12 Managed a hazardous waste without an identification number. <br />This facility’s hazardous waste ID number, CAL000340489, is inactive. A hazardous waste generator shall not treat, <br />store, dispose of, transport or offer for transportation, hazardous waste without a hazardous waste ID number. Go <br />to the DTSC web site https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to reactivate the ID number . <br />Immediately reactivate your ID number and submit evidence to the EHD. <br />This is a Class II violation. <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />According to Rodger Ainsworth, Maintenance Manager, drained oil filters, oily absorbent, and parts washer sludge <br />are thrown away into the trash. Any person who generates a waste shall determine if the waste is a hazardous <br />waste. Immediately cease disposal of the oil filters, oily absorbent, and parts washer sludge, make a hazardous <br />waste determination for the waste, and manage them according to Title 22 hazardous waste regulations. Submit a <br />statement and supporting documentation explaining how these wastes will be managed. <br />This is a Class II violation. <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br />OBSERVATION: A complete modified contingency plan was not posted at the facility. <br />REGULATION: The business operator must post the following information next to telephones or in areas directly <br />involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the <br />emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br />fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the required information at the facility.
