Environmental Health Department <br />AMENDED <br />10/23/2019 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 22, 2019 <br /> Facility Address: <br /> 185 S UNION RD, MANTECA <br /> Facility Name: <br /> MEINEKE CAR CARE CENTER <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br />OBSERVATION: One blue 55 gallon drum of used coolant and one blue 55 gallon drum of oily water were observed <br />contained within an aluminum secondary containment basin. Puddling of oily liquid was observed on the tops of <br />these drums, and the secondary containment basin was filled approximately 5 inches high with dark oily liquid. <br />Metal fines were observed on and around the break grinding equipment. One small 8" by 8" size cardboard box was <br />observed with a break disc and metals fines inside. <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br />waste constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately clean the oily liquid from the top of the used coolant drums and clean out the <br />secondary containment basin, clean the metal fines from around the break grinding equipment Manage the waste <br />according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br />documentation to the San Joaquin County Environmental Health Department describing the storage and final <br />disposition of the cleaned up waste. <br />This is a minor violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br />-One 5 gallon plastic bucket containing metal fines was observed without a lid. <br />-One 55 gallon black drum containing used oil in the south end of the shop was observed with the bunghole open <br />. <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste.
