Environmental Health Department <br />AMENDED <br />10/23/2019 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 22, 2019 <br /> Facility Address: <br /> 185 S UNION RD, MANTECA <br /> Facility Name: <br /> MEINEKE CAR CARE CENTER <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 603 CCR 66262.34(e)(1)(C) Failed to mark initial accumulation start date on satellite containers. <br />OBSERVATION: Satellite accumulation hazardous waste containers were observed on-site without an initial date of <br />accumulation added to the label. The containers were two plastic 5 gallon buckets containing metal fines next to the <br />break grinding equipment. <br />REGULATION GUIDANCE: The initial date of waste accumulation must be clearly marked and visible for <br />inspection on each container used for satellite accumulation of hazardous waste. <br />CORRECTIVE ACTION: Immediately add the initial date of accumulation to the hazardous waste containers. If the <br />waste has been stored on-site greater than one year then immediately dispose of the hazardous waste in <br />compliance with Title 22 California Code of Regulations. Provide a corrective action statement and supporting <br />documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a minor violation. <br /> 604 CCR 66262.34(e)(3) Failed to mark satellite containers with date filled within three days. <br />OBSERVATION: Satellite accumulation hazardous waste containers were observed on-site without the date the <br />containers were filled added to the label. The container was one 5 gallon plastic bucket of metal fines from break <br />shavings located next to the break grinding equipment. <br />REGULATION GUIDANCE: Within three days of accumulating 55 gallons of hazardous waste or one quart of <br />acutely or extremely hazardous waste, the satellite accumulation container shall be marked with the date it was filled <br />and moved to the hazardous waste storage area. <br />CORRECTIVE ACTION: Immediately mark the date the container was filled and move it to the hazardous waste <br />storage area. If the container has been stored on-site greater than 90 days after filling then immediately dispose of <br />the hazardous waste in compliance with Title 22 California Code of Regulations.
