SAN JOANN <br />--- C O U r.. <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />CALIF WELDING SUPPLY CO <br />817 S CENTER ST, STOCKTON <br />October 11, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS ll, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />102 <br />CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />OBSERVATIONS: <br />-Several 1 gallon paint cans and 5 gallon grease containers were observed in the hazardous waste storage area. <br />Allen Wood, Facilities Manager, was not sure if the items were a waste. <br />-Peter Vacco, Technician, throws away used oily absorbent into the trash. <br />-The facility generates bead blasting waste. According to Mr. Vacco, approximately nine months ago, two full pallets <br />each containing four full 55 gallon drums were transported to Stockton Tri Industries located at 2141 E Anderson St, <br />Stockton, CA 95205, for disposal. Stockton Tri Industries was changing owners and waste was being hauled away. <br />The waste from California Welding Supply Co was combined with the waste from Stockton Tri Industries. No <br />disposal records were available for review during the inspection. <br />-One 5 gallon bucket (full) labeled "Shell Tellus, S2 MX 68" was on the ground in the hazardous waste storage area. <br />Mr. Vacco was not sure if the contents were a waste. <br />REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br />as specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous <br />wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive <br />or ignitable. <br />CORRECTIVE ACTION: Immediately cease disposal of the wastes listed above, make a hazardous waste <br />determination for each waste, and manage them according to Title 22 CCR. Use Safety Data Sheets (SDS), waste <br />sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must <br />be done using methods specified in Title 22 CCR including sections 66261.20-24. <br />Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br />storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes <br />determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your <br />hazardous waste generator status. <br />This is a Class II violation. <br />106 <br />CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br />OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented) that <br />employees who handle hazardous waste were property trained. Peter Vacco, Technician, manages the hazardous <br />waste at the facility and has not received any hazardous waste training. This was determined through questioning <br />Mr. Vacco and Allen Wood, Facilities Manager. <br />REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br />waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br />emergencies. <br />CORRECTIVE ACTION: Immediately train the employees.
