Environmental Health Department AMENDED 10/18/2019 Small Quantity Hazardous Waste Generator Inspection Report Date: October 11, 2019 Facility Address: 2505 W HAMMER LN, STOCKTON Facility Name: SUTTER GOULD SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) RemarksItem # 111 CCR 66262.42(a)(c)(d) Failed to comply with uniform hazardous waste manifest exception requirements. OBSERVATION: The facility did not have exception reports on site for Uniform Hazardous Waste Manifests (UHWM) 008905049 FLE ship date 01-12-17, 011058089 FLE ship date 12-07-17, 011058090 FLE ship date 12-07-17, and 012218791 FLE ship date 01-18-19 were not found on-site. Uniform Hazardous Waste Manifest (UHWM) numbers 012218722 FLE ship date 05-07-19 and 012218721 FLE ship date 05-07-19 were found without a signed copy from the designated facility. REGULATION GUIDANCE: (a) A generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the designated facility within 35 days of the date the waste was accepted by the initial transporter shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the hazardous waste. (c) A hazardous waste generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste is submitted, within 60 days from the date that the hazardous waste was accepted by the initial transporter, shall submit to the department a legible copy of the manifest, with some indication that the generator has not received confirmation of delivery. (d) Generators shall submit the information to the department at: DTSC Report Repository, Generator Information Services Section, P.O. Box 806, Sacramento, CA 95812-0806 CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San Joaquin County Environmental Health Department (EHD). If the destination facility signed manifests cannot be found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information Services Section, PO Box 806, Sacramento, CA 95812-0806. Provide a corrective action statement to the EHD within 30 days. This is a Class II violation. 304 CCR 66262.34(d)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. OBSERVATION: The following area does not have adequate aisle space: - The hazardous materials storage bin situated adjacent to the North entrance of the facility has inadequate aisle space. REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement of personnel, fire protection equipment, spill control equipment, and decontamination equipment to any area of facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed for any of these purposes. CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel, fire protection, spill control equipment, and decontamination equipment to any area of facility operation in an emergency. Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation.
