Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />December 05, 2019 <br /> Facility Address: <br /> 1003 HUMPHREYS DR, STOCKTON <br /> Facility Name: <br /> ONION ETC INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: The facility did not have disposal records for the past three years for used oil or other hazardous <br />wastes on site for review. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br />to the California Department of Toxic Substances Control (DTSC) within 60 days if the destination facility signed <br />manifest copy is not received from the transporter or designated facility. <br />CORRECTIVE ACTION: Provide copies of disposal records for the past three years (Dec 5, 2016 to the present) for <br />all hazardous waste including used oil. Provide a corrective action statement to the EHD within 30 days. <br />This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: Two 5-gallon <br />containers of used oil did not have closed lids. <br /> <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste.
