Patriot Environmental <br />responded to the spill and generated one 55 gallon drum of diesel debris. No disposal records were available on <br />site for review from the incident. <br />REGULATION: Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility <br />and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available <br />for review. <br />CORRECTIVE ACTION: Immediately locate a copy of the disposal record and submit it to the EHD for review. <br />This is a Class II violation. <br />115 <br />CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. <br />A copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of <br />lading or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the <br />EHD. <br />This is a Class II violation. <br />303 <br />CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />OBSERVATION: The used oil secondary containment in the hazardous waste storage area contained <br />approximately 2 gallons of used oil. <br />REGULATION: All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br />decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br />operation in time of emergency. Immediately begin this practice. <br />CORRECTIVE ACTION: Immediately drain the secondary containment and submit a response to the <br />Environmental Health Department once it has been completed. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by September 26, 2019. <br />Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate ($152).
