Corrective Action No. 3 requires the
Association to submit an application and Technical Report to operate a public water system to the State Water
Resources Control Board, Division of Drinking Water (SWRCB, DDW). It appears that Corrective Action No. 3
assumes that the Grindstone Joe water system meets the criteria for being classified as a "Public Water System."'
Kjeldsen, Sinnock & Neudeck, Inc. (KSN) has been retained by the Association to assist with response to several
of the Order Corrective Actions, including Corrective Action No. 3. Our initial assessment of the water system
has started with reviewing with Association representatives the characteristics of site use and occupancy, expected
water demands, and potential water system classification. The existing, and proposed, water system consist of a
single "connection" or single system controlled by the Association and serving such uses as:
Bathroom facilities;
Picnic/BBQ area sink; and
Supply to up to 19 boat dock slips.
For this characterization, the Association has prepared an estimate of typical (regular) site use (as enclosed). The
Association's projection of site use includes several single day member events, and cruise-in's (where members
or guests will use facilities for up to 48 hours). The enclosed Grindstone Joe's Expected Site Usage Schedule
presents these events on an annual basis with expected typical attendance. Based on the Association's
information the number of days per year where occupancy is expected to regularly exceed 25 individuals is 26, as
summarized in Table I
California Health and Safety Code, §I16275h.
"Public water system " means a system for the provision of water for human consumption through pipes or
other constructed conveyances that has 15 or more service connections or regularly serves at least 25
individuals daily at least 60 days out of the year...
Corporate Office: 711 N Pershing Avenue I Stockton, CA 95203 1 209-946-0268 1 www.ksninc.com
West Sacramento: 1550 Harbor Boulevard, Suite 212 1 West Sacramento, CA 95691 1916-403-5900
