Q 2020 <br />1868 East Hazelton Avenue <br />Stockton, CA 95205 ENVIRONMENTAL HEALTH <br />Re: Grindstone Joe's Wastewater Holding Tank — SJC EHD Permitting Review PERMIT/SERVICE S <br />Dear Mr. Kith, <br />This letter, written on behalf of the Grindstone Joe Association (Association), is intended to provide additional <br />detail as requested by the February 5, 2020 email correspondence with the San Joaquin County Environmental <br />Health Department (SJC EHD). This correspondence is provided as attachment to this letter. The following <br />addresses the information requested by the SJC EHD by each item. <br />Item 1 states that "a holding tank system may be approved for existing developments on parcels that can <br />no longer support an onsite wastewater treatment system (OWTS) disposal field, and can only be <br />approved if the existing development has an existing permitted OWTS. According to EHD records, there <br />are two OWTS and one holding tank on the parcel." <br />We are providing an engineered design of a holding tank to replace existing holding tanks that were <br />identified as not meeting County standards. The Notice and Order to Abate (NAO), Complaint ID: <br />CO0048503, indicates that an engineer -designed sewage disposal (wastewater holding) system should be <br />submitted for EHD approval. Since the site has very shallow groundwater and an on-site disposal system <br />is not appropriate, the submitted engineer -designed wastewater holding tank is intended to replace the <br />NAO referenced OWTSs and the holding tank at the site. <br />Item 2 requests that the Association identify the permitted OWTS intended to be replaced on the plans, <br />and to provide the justification for replacing the septic system with the holding tank. This holding tank is <br />intended to replace all non -permitted OWTS on the island. This tank is only intended to service the <br />restroom facilities and deck facilities, not the house boats. All other holding tanks will be removed by the <br />Association. <br />Item 3 states that the engineer -designed OWTS must contain all information listed in OWTS Standards <br />Section 7.1. Since the proposed system, being presented consistent with the NAO, is a wastewater <br />holding tank system, preparation of design requirements under Section 7.1 of the OWTS Standards are <br />not applicable nor appropriate to this project. Instead, the holding tank has been designed and submitted <br />including information required by OWTS Standards Section 10. Additionally, the submitted plans have <br />been stamped by a civil engineer licensed in the State of California. <br />Item 4 states that the proposed holding tank shall include information listed in OWTS Standards Section <br />10.1 to 10.8.
