A disposal field at this site cannot meet the requirements of the OWTS Standards, likely cannot <br />meet RWQCB Tier 1 requirements for OWTS Policy, and would not be protective of ground and/or <br />surface waters. The engineer -designed wastewater holding tank system has been proposed instead of an <br />alternative treatment system because it does not include a discharge of treated wastewater and will be <br />protective of ground and/or surface water quality. <br />The SJC EHD also has indicated concern that the site may be located in the floodway, and has advised that septic <br />systems in floodways are prohibited according to San Joaquin County Department of Public Works, Flood and <br />Water Resources Division. As shown on FEMA Flood Insurance Rate Maps, Panel 0280F of San Joaquin <br />County, California and Incorporated Areas, the site for the proposed wastewater holding tank is not located in a <br />floodway, although the site is within a FEMA Zone AE Special Flood Hazard Area (SFHA) with a floodplain <br />elevation of 9 ft (NAVD 88). A copy of Panel 0280F is attached. The holding tank system has been designed to <br />resist flotation and spill under flooding conditions that may occur. Likewise, the proposed design is for a <br />holding tank system, not a septic system. <br />We appreciate the SJC EHD's consideration of this information and we will be assisting the Association in <br />making application to the SJC EHD for construction of the new holding tank system.
