K Grindstone Joe Association <br />S Plan Check Review Comments <br />NSan Joaquin County <br />U-C. May 29, 2020 <br />Page 2 of 3 <br />Please see attached, revised, calculations. Occupancy totals have been confirmed to be consistent with <br />the previously provided site Usage Schedule as submitted with our April 3, 2019 response to the <br />CO0048503. Included in the calculations are typical event and event occupancy calendars, and attendee <br />data based on 2019 calendar year. Key points of clarification here are: <br />1) The peak day event is a short duration, low frequency, event. Peak Day occupancy occurs <br />approximately once per year for an annual event that is estimated to occur for approximately 6 <br />hours, with water usage estimated at 20 gaUcapita/day, adjusted to the 6 -hour time period. This <br />equates to 425 gallons of wastewater produced for the event. The wastewater generated from this <br />event is not used for as the basis of holding tank capacity calculations. <br />2) Holding tank capacity is based on peak weekflows. Peak week calculations are based on weeks when <br />member events take place. Daily occupancy was calculated by taking the maximum occupancy of <br />any consecutive 7 -day period and dividing this by 7 days to find the equivalent daily occupancy. <br />3) Overnight water usage is expected to be higher than daytime water usage to account for use of toilets <br />and showers, however because most members have their own facilities on their boats, overnight <br />usage is assumed to be 25% of the total daily flow. <br />KSN proposed a 5,000 -gallon holding tank. Section 10.4 of the OWTS Standards requires: <br />The liquid holding capacity shall be a minimum of seven (7) days of peak wastewater flow <br />generation with a one -hundred (100) percent reserve capacity. <br />Even if EHD accepts the 3,750 gallons for 7x Peak Week Demand (see above Item # 1), the proposed 5,000 <br />gallons capacity does not meet the required 7 -day flow plus 100% reserve, which would be 7,500 gallons. <br />Please provide additional information or revision that will meet this requirement. <br />Please see revised calculations. Peak week flows require a capacity of 2275 gallons. With a reserve <br />capacity of 100% the total required tank volume is 4550 gallons. In the unlikely case that the peak day <br />flow occurred concurrently with the peak week flow this would add an additional 425 gallons, for a total <br />of 4975 gallons, still within the 5000 -gallon tank capacity. <br />4. The Service Agreement with Advanced Septic Service, LLC dated October 31, 2019 scheduled pumping <br />frequency quarterly (April 1, June 1, August 1, October 1). However, the Plan cited 13 days between <br />"Time to Pump" Pumping Events (see KSN Water System Calculation). Under Section 10.5: <br />The system must be operated to prevent sewage overflow from the system at all times. <br />And Section 10.8.5 <br />The pumping frequency required to maintain the system at a level below the alarm set point <br />Please provide additional information and relevant document that will meet these requirements. <br />Pumping will be provided on a quarterly basis at minimum. The hauling contract has been revised to <br />include a clause that allows for pumping to occur on an as -needed basis when Association Staff call for <br />service. Please see attached <br />5. Cut -sheet for the proposed alarm (Orenco 120 VAC Liquid Level Alarm Panels) has been provided, but <br />there is no discussion how the alarm is to be set up. Section 10.5 of OWTS Standards requires: <br />Both Audible and visual alarms are required <br />10.5.1 The alarms must be set to signal at the "time -to -pump "and "exceeding reserve storage <br />volume " levels <br />10.5.2 The audible and visual alarms must be located in an area 6that can be readily seen and <br />heard, with battery power where electrical power is not available. <br />
