(ASL-) reports of domestic well sampling and analyses in close
proximity to the site referenced above. As a result of reviewing the report PHS/EHD provides the following
comments and directives.
Through previous reports ASE has established the potential risk to nearby receptors. Greater than 50
shallow drinking water wells are present within 2000 feet of this site. Groundwater on-site and off-site is
impacted with fuel hydrocarbons including free-phase in monitor well #5 (MW-5). Between
August 3, 2000 and August 14, 2000 samples and analyses from four domestic wells document impacts by
fuel hydrocarbons. To date the following domestic wells at the addresses in Manteca, California listed
below are known to be contaminated:
Address MtBE TBA 1,2-DCA 1,2-DCP
17911 Airport Way 2.2
17926 Airport Way 68 7.4
17933 Airport Way 64 0.71
17950 Airport Way 82 0.68
Additional drinking water wells to the north (down gradient in the upper aquifer) and south(down gradient
in the deeper zones of the aquifer) shall be sampled, analyzed and results reported to PHS/EHD
immediately after gaining permission to sample. Wells located at 17793, 17783, 17821, 17904, 17850,
214, 18097, 18113, and 248 Airport Way and 2062 Yosemite Avenue (as shown on ASE Receptor Survey
Plot) are approved for immediate sampling. Other water wells may require sample collection and analyses
as the groundwater plume is defined. Full scan EPA Method 8260 analyses is recommended. Twenty-four
hour analyses reporting is required for all initial well samples. PHS/EHD has contacted (August 8, 2000)
the City of Manteca (Diane Martin, City Engineer) regarding the fuel hydrocarbon groundwater plume and
has requested sample analytical results from Municipal Well # 16. All consumers and property owners at
known contaminated wells are required to be notified and supplied with a reliable potable water supply by
the responsible party. You are required to provide PHS/EHD with written documentation of notices
and information regarding to whom potable water has been supplied (Names and addresses of
tenants and dates of notices and supply of potable water) within 48 hours of completing this task.
Please continue to sample all monitor wells and at risk domestic wells on a quarterly basis until
further written notice from this office.
Additional groundwater monitor wells and remediation feasibility test wells are scheduled to be installed
beginning August 15, 2000 as approved by PHS/EHD on June 29, 2000. Feasibility testing is scheduled for
start up beginning August 17, 2000. Additional monitor wells and continuous core boreholes will be
required to monitor and document plume migration at this site. Please submit additional workplans as
needed.
A Division of San Joaquin County Health Care Services
