Collecting, Processing and Recycling UNIVERSAL WASTE <br /> Can I crush my burned out lamps to reduce the <br /> volume? <br /> EPA's universal waste rule applies only to whole, intact lamps and <br /> intentional crushing could result in the waste failing to qualify as <br /> a Universal Waste. However, some states have adopted different <br /> policies with regard to lamp crushing. Some states require special <br /> permits or other special procedures in order for handlers to per- <br /> form crushing. Other states specifically prohibit the practice. <br /> In any case, crushing of waste lamps releases mercury vapor. <br /> Personnel doing the crushing must be protected from exposure to <br /> mercury that exceeds OSHA's permissible exposure limit.
