A large volume release from within
the buildings, such as a catastrophic release from the double-walled 1,000-gallon used oil ASTs,
would flow to the cullet water sump system and be contained there. However, the two 1,000-gallon
used oil ASTs within the buildings are double walled tanks which meet the secondary containment
requirements of CFR 112.8(c)(2). For secondary containment capacities, see Tables 1 and 2 in
Appendix B.
The diesel tanks on-Site, which are located outside of the buildings, are double-walled and/or
equipped with a concrete secondary containment capable of containing a larger container release
plus freeboard from a 25-year, 24-hour rainfall event.
6.5 Countermeasures — §112.7(a)(3)(iv)
Countermeasures for discharge discovery, response, and cleanup can be found in Table 3 of
Appendix C.
6.6 Disposal - §112.7(a)(3)(v)
Table 6 of Appendix C outlines disposal methods for spilled and spent/contaminated materials.
6.7 Emergency Contacts - §112.7(a)(3)(vi)
Table 5 of Appendix C contains the names and telephone numbers of the Facility response team,
as well as oil spill response contractors, the National Response Center(NRC), and all appropriate
federal, state, and local agencies who must be contacted in the event of a reportable discharge.
6.8 Spil; Reporting — §112.7(a)(4)
All oil spills should be reported to the Environmental Specialist immediately. Information that would
enable a person to readily use this SPCC Plan to report a discharge such as Site address/direction,
discharge discovery procedures, methods of disposal of recovered material, and contact list and
phone numbers for the Environmental Specialist, Plant Manager, the(NRC), cleanup
subcontractors with standing agreements for responses, and all appropriate federal, state, and local
agencies who must be contacted in the event of a discharge can be found in the Site-specific Oil
Spill Contingency Plan in Appendix C. Bill Boscacci, the Environmental Specialist for the Plant, is
responsible for Owens-Brockway's (Plant#22) spill management and tank compliance programs.
8.8.1 Federal Notification Requirements
The Oil Pollution Act(40 CFR 110) requires all spills that reach navigable waterways or adjoining
shorelines have to be reported as soon as possible to the NRC at the toll free number
1 (800)424-8802. The NRC will then notify local authorities responsible for coordinating spill
control.
GHD I Spill Prevention,Control,and Countermeasure(SPCC)Plan 1085405 1 Page 12
