01 <br /> GLASS <br /> S <br /> LIFE <br /> 6.8.2 California State Notification Requirements and Reportable Quantities <br /> There are several levels of reporting requirements, both oral and written, which may be triggered by <br /> an oil spill event(See Appendix C for Oil Spill Response Immediate Actions [Table 3], Spill <br /> Response Notification Procedures [Table 4], and Emergency Contacts [Table 5]). <br /> If a release of oil in any way causes harm or threatens to cause harm to public health and safety, <br /> the environment, or property, immediate notification must be made to the Cal OES Warning Center. <br /> If the release of oil is on land and is not discharged or threatening to discharge into State Waters; <br /> and (a) does not cause harm or threaten to cause harm to the public health and safety, the <br /> environment, or property; and (b) is under 42 gallons, then no notification to the Cal OES Warning <br /> Center is required. <br /> Notifications are to be made by qualified Owens-Brockway personnel or their designee, and only <br /> after the emergency responses related to the release have been implemented. This restriction is <br /> necessary to prevent misinformation and to assure the notifications are properly conducted. These <br /> reporting requirements involve both internal (within the Facility) and external notification. Oral and <br /> written reporting and notification requirements are as follows: <br /> 6.8.3 Internal Reporting Requirements <br /> 6.8.3.1 Oral <br /> ■ Employee discovering the spill notifies the Environmental Specialist. <br /> The Environmental Specialist will dispatch personnel to contain the spill in accordance with the Oil <br /> Spill Contingency Plan (Appendix C). <br /> 6.8.4 External Reporting Requirements <br /> 6.8.4.1 Oral <br /> When the threshold criteria are exceeded, the Owens-Brockway Environmental Specialist or <br /> his/her designee will notify the NRC. <br /> • Subsequent to federal reporting, the Environmental Specialist, or his/her designee, will notify <br /> the Cal OES Warning Center Oil and Gas Field Operations , California Department of <br /> Environmental Quality(DEQ), and the Local Emergency Planning Commission (LEPC), as <br /> required when threshold reporting criteria are exceeded. <br /> External reports will be initially by telephone and follow up in writing as required. <br /> 6.8.4.2 Written <br /> In the event the Facility has a discharge of more than 1,000 U.S. gallons of oil into navigable waters <br /> or adjoining shorelines in a single event, or two discharges or more of 42 gallons or more in a <br /> 12 month period of time, Owens-Brockway environmental personnel will submit the following <br /> information within 60 days of the spill event to the EPA Regional Administrator, and within 30 days <br /> to the Cal OES Warning Center. <br /> GHD I Spill Prevention,Control,and Countermeasure(SPCC)Plan 1085405 1 Page 13 <br />
