The cause of such discharge as described in 40 CFR 112.1(b), including a failure analysis of <br /> the system or subsystem in which the failure occurred <br /> 8. Additional preventive measures taken or contemplated to minimize the possibility of <br /> recurrence <br /> 9. Such other information as the EPA Regional Administrator may reasonably require pertinent <br /> to the Plan or discharge <br /> 6.8.5 Spill History <br /> The Facility has no record of any spills to navigable waters or adjoining shorelines from this Plant. <br /> 6,9 Emergency Support Materials — § 112.7(a)(5) <br /> Appendix C contains Oil Spill Response Immediate Actions (Table 3), Spill Response Notification <br /> Procedures (Table 4), Emergency Contacts (Table 5), and a Disposal Plan (Table 6). These tables <br /> were organized to make them readily usable in the event of an emergency. <br /> 7. Spill Potential - §'112.7(b) <br /> The purpose of this section is to provide general predictions of the direction, rate of flow, and total <br /> quantity of oil which could be discharged from the Facility as a result of the most probable types of <br /> failure. A description of potential flow direction, rate of flow, total quantity of oil, etc. is provided in <br /> Table 7.1. Based on experience, the following release scenarios are believed to be the most <br /> probable: <br /> • Rupture or leaks from the storage tanks or tank trucks <br /> • Overfilling of storage tanks <br /> • Spills resulting from the loading/unloading of trucks <br /> • Piping, valve, pump, or other equipment failure <br /> • Maintenance activities <br /> The Owens-Brockway Plant#22 has the ability to respond to a relatively small volume spill. For <br /> larger spills, the Facility will generally rely on spill contractors for cleanup and disposal of the spilled <br /> GHD I Spill Prevention, Control, and Countermeasure(SPCC)Plan 1 085405 1 Page 14 <br />
