03 ' <br /> G ILASS <br /> :S <br /> LIFE <br /> the Facility involves reviewing proper use of oil sorbent, and spill response materials, proper <br /> notification of Facility personnel, regulators, and spill response contractors, and appropriate <br /> measures to maintain the health and safety of workers. Safety data sheets (SDSs), for oil and other <br /> substances stored or used at the Facility, are maintained at the Facility and are readily available. <br /> 11.2 Emergency Coordinator— §112.70(2) <br /> The Environmental Specialist is the designated emergency coordinator for the Site, and is <br /> responsible for spill prevention and control, directing response to any Site emergency, and for <br /> reporting oil spills to the appropriate officials. A list of contacts, as may be required during an <br /> emergency, is provided in Appendix C, Table 5 <br /> Bill Boscacci, Environmental Specialist, is responsible for Owens-Brockway's (Plant#22) spill <br /> management and tank compliance programs. <br /> 11.3 Spill Prevention Briefings — §112.70(3) <br /> Spill prevention briefings are held at least once a year by management for personnel involved with <br /> oil handling at the Facility. These briefings cover known spill events, malfunctioning equipment(if <br /> any), updates in the SPCC Plan, recently developed precautionary measures, and all other topics <br /> related to spill prevention. Training includes oil spill prevention, containment, and retrieval methods. <br /> Additional exercises may include a simulation of an on-Site vehicular spill to prepare Facility <br /> personnel for possible spill responses. A record of these briefings will be made and kept on file with <br /> the SPCC Plan. <br /> 12. Security - § 112.7(g) <br /> 12.1 Access Control <br /> A security fence surrounds the Facility and a security guard is present at the Facility entrance. In <br /> addition, the Facility operates 24 hours a day, seven days a week. Therefore, the Facility is <br /> occupied by Facility personnel at all times. No unauthorized entry is permitted. <br /> 12.2 Flow Drains and Valves <br /> All tank valves are located within the Facility's security fence. Tanks with master flow valves, which <br /> permit direct outward flow of the tanks' contents, are maintained in the closed position. 40 CFR <br /> 112.7(a)(2) allows facilities to deviate from the requirements of paragraphs (g) provided that the <br /> Facility provides equivalent environmental protection. Due to the Facility's location it has been <br /> determined that the security fence, security guard on duty, continuous manned Facility, and <br /> restricted access to the Facility are sufficient to meet the requirements of this section. <br /> 12.3 Pump Starter Control <br /> The Facility does not utilize pump starter controls. <br /> GHD I Spill Prevention,Control, and Countermeasure(SPCC)Plan 1085405 1 Page 21 <br />
