If spill is above RCC, CERCLA or EPA Reportable Quantity (RQ): <br /> 1. Call the National Response Center at 1-800-424-8802. State as follows: <br /> a. This is a spill report. <br /> b. Give your name and the company name. <br /> C. Give location of spill (Name of city and state.) <br /> d. Describe nature of spill, type of product, estimate size of spill and provide RQ. If <br /> accurate, note that "It is believed" that the spill has not and may not reach <br /> surface waters. <br /> e. Describe type of action taken thus far, type of assistance or equipment needed. <br /> 2. Contact the California State Warning Center (Cal OES Warning Center) at (800) 852- <br /> 7550 or (916) 845-8911. <br /> 3. Notify the Owens-Brockway Environmental Specialist (Table 5). <br /> Be prepared to provide the type of material, quantity, and the potential for soil or <br /> groundwater impact. State any contact you have had with non-company personnel, <br /> reporting you have done, or believe may be appropriate, response and corrective actions <br /> taken, and resources that may be required. <br /> Methods of Disposal <br /> Cleanup of oil spills can generate waste materials that would require offsite disposal. The <br /> Facility will characterize wastes and dispose of the materials offsite at appropriate treatment, <br /> storage, or disposal facilities. Below are examples of spill cleanup materials and their <br /> anticipated disposal method and waste characterization: <br /> • In California, used oil is a hazardous waste; therefore, spent oils that are retrieved would <br /> be disposed as hazardous wastes. Recovered liquids shall be transferred into a 55- <br /> gallon drum or other suitable container, and will be marked/labeled as used oil. <br /> Recovered oil will be transported offsite within 90 days of generation. <br /> • Rags, booms, spent absorbents contaminated with oil will be characterized by the <br /> Facility and its waste hauler. In most cases, these materials will be disposed offsite as <br /> hazardous wastes. <br /> • Soil contaminated with oil will be characterized by the Facility and its waste hauler. In <br /> most cases, these materials will be disposed offsite as hazardous wastes or Class 2 <br /> Designated Wastes. Oily absorbents shall be disposed with other plant oily solids, and <br /> will be transported offsite within 90 days of generation. Oily solids and liquids will be <br /> shipped offsite as Non-RCRA Hazardous Waste to a proper disposal or treatment <br /> facility. <br /> Wastes shipped offsite as hazardous wastes will be accompanied by a hazardous waste <br /> manifest. Other wastes will be accompanied by appropriate shipping papers. <br /> Depending on the quantity of material spilled and other media involved (such as soil, water, <br /> cleanup materials,) spilled material can be recycled or disposed of at an approved disposal site. <br /> 085405-App C2 Revised 12"13,2017 <br /> Page 2 or'2 <br />
