Hi Karen, thank you for the description of the tank testing. Please allow me a day or two to get back to you, as I'd like to
share your email with my superiors for their review.
Bill, if the tanks will be filled with their respective wastes for the testing, what is the facility's plan/timeline for removal
of these wastes so that the tanks can continue to be used?
Thank you,
Elianna Florido, REHS
San Joaquin County Environmental Health Department
Registered Environmental Health Specialist
1868 East Hazelton Ave
Stockton, CA 95205
P: (209)468-0343 1 F: (209) 468-3433 1 E: eflorido@smgov.org
Please note that my email has changed to eflorido@s*gov.org
SAN JOAQU N
C_ 0 ti.J N I Y
t r
Greatness n)ws here.
From: Karen Petryna <Karen.Petryna@ghd.com>
Sent:Thursday, May 7, 2020 10:57 AM
To: Florido, Elianna <eflorido@slgov.org>
Cc: Bill Boscacci <Bill.Boscacci@o-i.com>
Subject: Owens-Brockway Glass Container,Tracy:Tightness Testing Used Oil and Poly Wastewater Systems
Hi, Elianna
Although we are confident the tightness tests performed on the three waste tank systems were adequate to verify they
don't leak, 0-1 is willing to conduct further testing, with the tanks completely full,to address SJCEHD's concerns. The
testing protocols are described below, and 0-1 is planning to begin testing next Wednesday, May 13.
Please confirm SJCEHD agrees completion of the testing described will verify to SJCEHD's satisfaction the waste tank
systems don't leak.
For the Used Oil Tank Systems:
1. The steel tank will be filled to the top. It cannot be filled above the top or fluid would flow out of the vent pipe
there.
2. The rope oil collection system will be turned off so no additional oil can enter the tank.
3. An aperture on the top of the tank will be opened and a measurement will be taken there with date-and time-
stamped photo documentation.
4. At least 24 hours later, the level of fluid at the aperture on the top of the tank will be measured again with date-
and time-stamped photo documentation.
5. Two fluid level measurements at the tank top aperture over a 24-hour period will verify the tank does not leak.
6. The PVC pipe that conveys used oil from the rope oil system box to the used oil tank is considered inherently
leak proof because:
a. It is open to the atmosphere and therefore under no pressure.
b. It is located above the tank and conveys fluid by gravity and is only ever partially full.
2
