5.0 HAZARDOUS WASTE CRITERIA <br /> The criteria is found in Title 22 CCR, Division 4.5, Environmental Health Standards for <br /> the Management of Hazardous Waste, Chapter 11, Identification and Listing of <br /> Hazardous Waste, Section 66261.1 - 66261.126. Details regarding the Ash <br /> characterization sampling and laboratory analysis are discussed in Section 9.0. Provided <br /> below is an overview of the characteristics that are considered in determining whether the <br /> Ash would be considered a hazardous waste. <br /> 5.1 IGNITABILITY <br /> Ignitable material is capable, under standard temperature and pressure, of causing fire <br /> through friction, absorption of moisture or spontaneous chemical changes and, when <br /> ignited, burns so vigorously and persistently that it creates a hazard. <br /> 5.2 CORROSIVITY <br /> Corrosivity is defined as material that has a pH less than 2 or greater than 12.5. For <br /> biomass ash, the analysis is completed after mixing with an equivalent weight of water, <br /> as determined by a pH meter using EPA Method 9040, EPA Method 9045 or other <br /> approved test method described in "Test Methods for Evaluating Solid Waste, <br /> Physical/Chemical Methods," SW-846. <br /> Pursuant to California Health and Safety Code Section 25143.5(f), the pH criteria <br /> specified above, does not apply to Ash generated from a biomass combustion process <br /> that is managed in accordance with applicable regulations administered by the California <br /> Regional Water Quality Control Board, is used beneficially in a manner that results in <br /> lowering the pH below 12.5 but above 2.0, is not accumulated speculatively, and is <br /> available for commercial use. <br /> 5.3 REACTIVITY <br /> Reactive material is not stable and reacts violently with water, forms potentially explosive <br /> mixtures with water; generates toxic gases, vapors or fumes when mixed with water; and <br /> can generate toxic gases, vapors or fumes <br /> 5.4 TOXICITY <br /> Toxic material is determined by referencing Tables 4 through 7 below. When using the <br /> Toxicity Characteristic Leaching Procedure (TCLP) test EPA Method 1311 in "Test <br /> Methods for Evaluating Solid Waste, Physical/Chemical Methods," EPA Publication SW- <br /> 10 <br />
