10.5 QUALITY ASSURANCE / QUALITY CONTROL <br /> Quality assurance data received from the laboratory is evaluated before data are <br /> accepted for waste characterization purposes. If the laboratory does not pass the <br /> established QA/QC procedures for a sample analysis, that sample will be reanalyzed and <br /> the new result will be used in the statistical evaluation. <br /> If an analytical sample result exceeds a regulatory threshold, the EH&S coordinator <br /> immediately notifies the Fuel Procurement Manager and Plant Manager of the <br /> exceedance. As appropriate, the Fuel Procurement Manager and Plant Managers then <br /> implement steps to address the exceedance as described in the Fuel Management Plan. <br /> a. If the exceedance is due to metals, the Fuel Manager will conduct a <br /> quality review of all fuel suppliers until the source of the contaminant has <br /> been determined. The offending fuel supplier(s) will be suspended from <br /> delivering biomass fuel to DTES until a remediation plan has been <br /> developed, implemented and proven to be effective in eliminating <br /> contaminants. <br /> b. If the exceedance is due to pH, Plant Manager will conduct a review of <br /> operational parameters, including the fly ash treatment system, for system <br /> failures or breakdowns. Any such failures or breakdowns will be promptly <br /> remediated prior to re-testing the ash. <br /> Samples maintained at DTES will be kept a minimum of six months from the date of <br /> sampling in the event additional analysis is required. <br /> 11.0 PERSONNEL TRAINING <br /> DTES requires all new hires, contract personnel and current Facility operations staff to undergo <br /> initial and recurring training required by several environmental compliance programs implemented <br /> at the Site.
